Setup can't find a version of Microsoft Office on your computer
Ran into this one today when I was trying to install Microsoft Project Professional 2007 from my Action Pack Subscription. It prompted me for my 25–character product key (why are those things so doggone long!?) then proceeded to complain:

Understand that I have Office 2007 installed on this computer, so it’s not like I’m lacking a copy of Office.
Turns out that the version of Project Pro that’s distributed with the Action Pack Subscription is an UPGRADE, and is looking for the earlier version of Project. I popped in the install disk for Project Pro 2003 and it was satisfied.

This did not help me. It doesn't recognize the installed earlier version or any earlier Office CD including 2000, XP, or 2003.
I hope this helps others. If you have action pack project 2007 without an older version, install the trial of project and it will then allow you to convert with actionpack version.

If you have this issue using windows 7 just run the .exe as administrator
This worked for me. I used a 2002 cd and selected that drive
